Studying Taxation in California
California sets CPA education through the California Board of Accountancy. To sit for the CPA Exam now, you need a bachelor's degree plus 24 semester units of accounting subjects and 24 of business-related subjects. To get licensed after you pass, the current "legacy" route adds 20 units of accounting study, 10 units of ethics and 150 units in all.
The board says a new route opens January 1, 2027. It keeps the bachelor's and the accounting and business units, adds 3 units of ethics and drops the 150-unit total. It asks for two years of supervised experience instead of one, and the legacy route stays valid through December 31, 2028.
The board's course list for the new route counts taxation courses as accounting subjects, though the board says that list is not yet final. Under the new route, a master's in accounting, taxation or laws in taxation takes one year off the experience whatever your bachelor's is in. Ask each school which route its credits fit.

How We Chose These Programs
A program qualifies when its school is based in California. Where a school publishes a separate in-state rate we show it beside the non-resident rate.
- School based in California
- In-state rate shown when the school publishes one
- Scored on the same eight factors as every list and ranked inside its degree level
Scores are the weighted sum of eight factors (Tax Specialization 15%, Tax Subject Coverage 15%, Hands-On Tax Practice 10%, Cost 20%, Graduate Earnings 10%, Credential Alignment 10%, Track Record 10%, Program Reputation 10%), version 2.0. The methodology page shows the rubric for each factor.

Count the Experience Year a California Tax Master's Can Save
The new California route asks for two years of supervised accounting experience, and the board lets one year come off when you earn the right master's degree. Whatever your bachelor's is in, the board accepts a master's specifically in accounting, taxation or laws in taxation.
That wording points straight at programs on this list, such as Cal State Northridge's M.S. in Taxation and the tax LL.M. at the University of San Diego.
If your bachelor's is in accounting, the board also accepts a broader master's in a related field such as business administration, data analytics, economics, finance or management. So the experience credit depends on your first degree as much as your second one.
Under the legacy route you need one year of experience either way, so the reduction matters only if you apply through the new route. Both routes are open in 2027 and 2028. Ask the admissions office which route its graduates usually take, and confirm the details with the board before you count on the shorter experience requirement. You'll want that answer in writing.
Choose Between the M.S. in Taxation and a California Tax LL.M.
California has both kinds of degree, and the right one depends on what you already hold. The M.S. in Taxation suits accountants and career changers. Cal State Fullerton welcomes students from any undergraduate major, and Loyola Marymount offers a nine-month full-time route in Los Angeles that welcomes every major too.
The LL.M. in Taxation is built around legal training. The University of San Diego's LL.M. is 24 credits on campus with day and evening classes, plus a one-semester option if you arrive with advanced tax credits. UC Irvine's LL.M. is 24 credits as well, and at least four of them come from an externship, a clinic or a designated skills course.
You don't need a J.D. for every law school program. The University of San Francisco's Master of Legal Studies in Taxation says law school isn't a prerequisite, so accountants and finance professionals sit in class with attorneys. Pick the degree whose admissions page describes someone like you.
Turn California Tax Clinics Into Supervised Experience
Several California programs put you in front of real returns while you study. At Cal State Fullerton you can volunteer with Volunteer Income Tax Assistance (VITA) and prepare returns for Orange County residents.
Cal State Northridge offers a Financial Empowerment Fellowship of up to $9,000 to students who train at its VITA Clinic. The University of San Diego lists credit-bearing tax clinics, and UC Irvine counts an externship toward the degree.
That practice can matter for licensure. The California Board of Accountancy says experience doing general accounting services counts when an actively licensed CPA supervises it, and it answers yes when asked whether internships and programs such as VITA count. The board adds that unpaid, volunteer and internship work is already accepted under the legacy rules, and that the new regulations will say so.
Ask the clinic director who supervises the returns and whether that person holds an active CPA license. Keep your dates and hours as you go, so your supervisor can verify them later.
Pick a California Class Schedule That Works Around Tax Season
Tax season shapes your calendar, and California programs plan for it in different ways. Cal State Northridge schedules no classes during the busy tax seasons, and you move through with a cohort of no more than 50 students who join live sessions in person or by video. The University of San Francisco's Master of Laws uses seven-week asynchronous semesters that steer clear of the busiest weeks.
Golden Gate University's M.S. in Taxation lets you enroll in any term and choose live web-conference classes or asynchronous ones. The University of San Diego's M.S. in Taxation meets in the afternoon or early evening year-round, with five-week courses two nights a week and ten-week courses one night.
If you want to finish quickly, Loyola Marymount's full-time route takes nine months and the San Diego M.S. takes 10 to 12 months full time. Browse the part-time master's in taxation programs if you'd rather spread the work out. Match the calendar to the months you can't spare.
